Social Security Income (SSI)
The Social Security Administration administers this program. However,
it is financed from general revenues, not from Social Security
contributions. Under this program, the state supplements federal funds
to provide aid to qualified individuals. Specific requirements for
eligibility are as follows: categorical eligibility (aged over 65,
blind, or disabled); residence; citizenship or lawful alien status;
limited income; and limited resources. SSI recipients also receive
medical assistance through the Medicaid program and may be eligible for
federal Food Stamp benefits. For information on eligibility and level of

Catastrophic Illness in Children Relief Fund
Financial assistance for families with children experiencing a
medical condition requiring services that are not covered by a private

Commonwealth Care
A health insurance program for low and moderate income Massachusetts
residents who don’t have health insurance.

Mass Department of Transitional Assistance
Services include food and nutritional assistance, cash assistance,
and employment supports for families/working families, children, elders,
and people with disabilities.

Emergency Aid to Elderly, Disabled and Children
(EAEDC) is a state-funded program providing cash assistance and
medical benefits to individuals over 65 awaiting SSI, disabled
individuals and the caretakers of disabled individuals, and families who
are ineligible for AFDC due to specific reasons. This program, enacted
10/13/91, replaced the General Relief program. For eligibility

Supplemental Nutrition Assistance Program (SNAP )
SNAP (previously food stamps) benefits are provided by the federal
government and administered by DTA. Residents of the Commonwealth who
participate in SNAP are families with children, elders and disabled.
Many are the working poor with limited income or those who are
temporarily unemployed.

WIC is a nutrition program that provides nutrition and health

Subsidy available to children in the care and custody of Department
of Children and families whose adoption or guardianship is sponsored by the

Red Cross
The American Red Cross can provide two types of assistance after a
disaster – hard and soft. Hard assistance provides material items and
may include feeding, shelter, clean-up kits, comfort kits and financial
assistance. Soft assistance minimizes immediate disaster-caused
suffering through listening, guidance, advocacy, and counseling.
